Narrative:
VOR a approach. Final approach course 80-110 degrees from runway heading. No WX reporting at airport. Nearest reporting airport (dan) 20 NM west of W-78 reporting 600 ft ceiling, 5 mi visibility. At MDA, in and out of bases. Saw airport approximately 1 NM from missed approach. Cautioned PF 'don't duck under.' PF attempted left traffic (runway 36), but overshot final. Went into left traffic for opposite direction runway 18. PF had descended below MDA during first attempt, failed to re-establish MDA during left traffic for runway 18. I advised PF of deviation from MDA. Executed missed approach.

Title: A GOV FLC IN AN SMT OVERSHOT THE TURN TO FINAL DURING A CIRCLING APCH AND THEN FAILED TO MAINTAIN THE MINIMUM DSCNT ALT DURING THE DOWNWIND LEG TO THE OTHER END OF THE RWY AND RECOVER BY GOING AROUND.
