Narrative:
A C210 was on landing roll on a parallel runway 30R. It lost its brakes and went off the end of the runway. This report is about the emergency equipment. The airport I work at (cps) st louis downtown parks, does not have an on station fire department. This was the second of 2 incidents within 10 mins on parallel runways. The emergency equipment was already on station for the previous accident. The problem was that the equipment had to be called (911), they are volunteer fire department. I had to have a police officer in the tower to coordinate between the fire chief and myself. I also had to have a person from one of the FBO's and an airport authority/authorized person coordinate vehicle movement. I feel that if there was an on station fire department, response time, radio communications, confusion would have been minimized.

Title: ATCT LCL CTLR ENCOUNTERED TWO ON ARPT EMERS APPROX 10 MINS APART. CFR EQUIP RESPONSE SLOWED DUE TO OFF ARPT RESPONSE AND PROBS WITH ARPT ACCESS. RPTR CONCERNED THAT CITY ARPT CFR NOT ON SITE.

THE EMER EQUIP WAS ALREADY ON STATION FOR THE PREVIOUS ACCIDENT. THE PROB WAS THAT THE EQUIP HAD TO BE CALLED (911), THEY ARE VOLUNTEER FIRE DEPT.
