Narrative:

We were cleared up to FL250 on a vector because of traffic. We had traffic in sight. First officer was flying and operating the radios while captain made PA to passenger/cabin. Passing through FL180 the captain reset altimeter to 29.92 but climb check was not accomplished yet because both crew members were accomplishing other tasks. Copilot's altimeter was still set to washington dulles local altimeter when leveling at FL250, while captain's was at 29.92, which caused a discrepancy.

COPLT'S ALTIMETER WAS STILL SET TO WASHINGTON DULLES LCL ALTIMETER WHEN LEVELING AT FL250, WHILE CAPT'S WAS AT 29.92, WHICH CAUSED A DISCREPANCY.
