Narrative:

WX 900 ft overcast, 3 mi drizzle/broken, very dark, lighting, very poor. After normal pushback to desired spot, ground crew called for 'brake set,' I responded 'brakes set' cleared to disconnect. Engine #2 was almost completely started when brakes were set. I told my first officer to start #1 engine and call for taxi clearance. I looked to my left and observed what I thought to be a salute from the ground person and he then disappeared from view. #1 engine was motoring, I turned on my taxi light. The #2 engine was at 70% N3 as we were attempting to start #1 engine. With no further power used, aircraft started a very slow roll within a few seconds. At that time I observed the ground signal man waving 'stop' along with other unknown signals, with his wands. I came to an immediate stop. I called operations to try and find out what was going on. They came back and said one or more of ground crew wasn't clear of aircraft, at the time of taxi. There was no injury or damage to aircraft or anyone else. This was a clear case of miscom and improper placement of tug and people.
