Narrative:

Held during arrival into bos. Exited hold with multiple vectors and airspeed changes. Approach control frequency very busy with multiple xmissions to aircraft. Approach control mistakenly vectored our flight through the localizer and then vectored us back to re- intercept localizer, last instruction as understood by captain and first officer was to slow to 170 KTS cleared for the approach. Approaching the OM and GS intercept (4.7 NM from runway 4R) started to slow aircraft and configure for landing (140 KTS) approach control called us to increase our speed immediately to 190 KTS or state our intentions. As soon as we reached 190 KTS, the controller again cleared us for the approach and to contact tower. Immediately slowed to approach speed and completed landing. Miscom between approach control and our aircraft occurred. Either approach control told us to maintain 170 KTS to the OM or he neglected to add that to his transmission. Both pilots confirmed that we were cleared for the approach and that we had not heard to maintain 170 KTS to the OM. In any event, using normal procedures requires us to slow and configure the aircraft approaching the marker on GS. With multiple xmissions during the approach it is almost impossible to get clarification if a misunderstanding occurs. Suggest a slower flow to airport.

BOTH PLTS CONFIRMED THAT WE WERE CLRED FOR THE APCH AND THAT WE HAD NOT HEARD TO MAINTAIN 170 KTS TO THE OM. IN ANY EVENT, USING NORMAL PROCS REQUIRES US TO SLOW AND CONFIGURE THE ACFT APCHING THE MARKER ON GS. WITH MULTIPLE XMISSIONS DURING THE APCH IT IS ALMOST IMPOSSIBLE TO GET CLARIFICATION IF A MISUNDERSTANDING OCCURS. SUGGEST A SLOWER FLOW TO ARPT.
