Narrative:
We flew into orf with our own mechanics to fix one of our B747's. Ground control was asked if they had seen one of our aircraft, where it was parked, ie, the B747. The ground controller thought that our B747 would be at the base of the 'old tower' and he gave us a progressive. Ground control wanted us to let him know when we sighted the B747. We located the B747 at the base of the tower and informed ground control. They told us to make the next right onto the parking apron at the base of the 'tower' to unload the mechanics. This we did uneventfully. After start up we taxied over to the FBO for fuel. At the FBO the PIC was informed via telephone that the unloading of anything in that area was illegal and anyone who did so was answerable to the local police force. The local police officer in charge of the 'old tower' area was extremely upset and sent a report to the FAA citing the PIC and the ground controller.

Title: FLC OF AN LR24, TAXIED TO AND DEPLANED COMPANY MECHS AT AN UNAUTH ARPT LOCATION WITHOUT ARPT POLICE PERMISSION. ATCT CTLR GAVE TAXI INSTRUCTIONS TO THE RPTR TO ACCOMMODATE THEIR NEED. THEY WERE NOTIFIED THAT THE MATTER WOULD BE INVESTIGATED.
Narrative: WE FLEW INTO ORF WITH OUR OWN MECHS TO FIX ONE OF OUR B747'S. GND CTL WAS ASKED IF THEY HAD SEEN ONE OF OUR ACFT, WHERE IT WAS PARKED, IE, THE B747. THE GND CTLR THOUGHT THAT OUR B747 WOULD BE AT THE BASE OF THE 'OLD TWR' AND HE GAVE US A PROGRESSIVE. GND CTL WANTED US TO LET HIM KNOW WHEN WE SIGHTED THE B747. WE LOCATED THE B747 AT THE BASE OF THE TWR AND INFORMED GND CTL. THEY TOLD US TO MAKE THE NEXT R ONTO THE PARKING APRON AT THE BASE OF THE 'TOWER' TO UNLOAD THE MECHS. THIS WE DID UNEVENTFULLY. AFTER START UP WE TAXIED OVER TO THE FBO FOR FUEL. AT THE FBO THE PIC WAS INFORMED VIA TELEPHONE THAT THE UNLOADING OF ANYTHING IN THAT AREA WAS ILLEGAL AND ANYONE WHO DID SO WAS ANSWERABLE TO THE LCL POLICE FORCE. THE LCL POLICE OFFICER IN CHARGE OF THE 'OLD TWR' AREA WAS EXTREMELY UPSET AND SENT A RPT TO THE FAA CITING THE PIC AND THE GND CTLR.
