Narrative:

We had landed in the citation on runway 36L at new and exited to the east on taxiway J. Tower had us contact ground control. We called ground at intersection of taxiway J and taxiway B. Initially received clearance to taxi south on taxiway B and hold short of runway 27. Before reaching the hold line for runway 27, ground then issued a further clearance to cross runway 27 and then turn left on taxiway F to the ramp. Prior to crossing runway 27, I looked and called out loud, 'clear to the right,' and didn't hear a response from captain about 'left.' I looked left and saw a decathlon sitting or taxiing on runway 27. Captain kept taxiing across the hold and onto the runway. At about this point, we both noticed the decathlon was taking off. At some point around the time we received the second portion of the updated taxi clearance, or after, ground adjusted the clearance to 'continue on taxiway B, left on taxiway G and taxiway F, then to ramp.' someone should have noticed what was happening at the intersection of taxiway B and runway 27 between the 2 aircraft. Once clear of runway 27 and the txwys, after not hearing a 'peep' from ground control about what had just happened, I called ground regarding a customs issue, and to mention the situation with the decathlon. I had also requested a 'progressive taxi' to the customs location on the field. Factors: should tower really have put us on ground frequency prior to being clear of all active runways? We were given a clearance to cross runway 27 but have no idea who actually made the first wrong move in the string of events. We couldn't hear tower frequency while on ground frequency, which may have clued us in earlier that there was a departing aircraft on runway 27. Extra attention needed by ground to provide progressive taxi. My captain didn't clear the left side like usually done, until on runway. My captain may have been doing something else in the cockpit at this critical time. Visually, runway 27 at lakefront is small, and doesn't stand out like a larger runway. We all needed to pay better attention! Not sure when captain actually first saw the decathlon, but he didn't attempt to slow down or stop. I was surprised that ground control never made mention to me or requested a phone call or anything at all. It definitely happened though. Attention and clearance complacency.

INITIALLY RECEIVED CLRNC TO TAXI S ON TXWY B AND HOLD SHORT OF RWY 27. BEFORE REACHING THE HOLD LINE FOR RWY 27, GND THEN ISSUED A FURTHER CLRNC TO CROSS RWY 27 AND THEN TURN L ON TXWY F TO THE RAMP. PRIOR TO XING RWY 27, I LOOKED AND CALLED OUT LOUD, 'CLR TO THE R,' AND DIDN'T HEAR A RESPONSE FROM CAPT ABOUT 'L.' I LOOKED L AND SAW A DECATHLON SITTING OR TAXIING ON RWY 27. CAPT KEPT TAXIING ACROSS THE HOLD AND ONTO THE RWY. AT ABOUT THIS POINT, WE BOTH NOTICED THE DECATHLON WAS TAKING OFF. AT SOME POINT AROUND THE TIME WE RECEIVED THE SECOND PORTION OF THE UPDATED TAXI CLRNC, OR AFTER, GND ADJUSTED THE CLRNC TO 'CONTINUE ON TXWY B, L ON TXWY G AND TXWY F, THEN TO RAMP.' SOMEONE SHOULD HAVE NOTICED WHAT WAS HAPPENING AT THE INTXN OF TXWY B AND RWY 27 BTWN THE 2 ACFT. ONCE CLR OF RWY 27 AND THE TXWYS, AFTER NOT HEARING A 'PEEP' FROM GND CTL ABOUT WHAT HAD JUST HAPPENED, I CALLED GND REGARDING A CUSTOMS ISSUE, AND TO MENTION THE SIT WITH THE DECATHLON. I HAD ALSO REQUESTED A 'PROGRESSIVE TAXI' TO THE CUSTOMS LOCATION ON THE FIELD. FACTORS: SHOULD TWR REALLY HAVE PUT US ON GND FREQ PRIOR TO BEING CLR OF ALL ACTIVE RWYS? WE WERE GIVEN A CLRNC TO CROSS RWY 27 BUT HAVE NO IDEA WHO ACTUALLY MADE THE FIRST WRONG MOVE IN THE STRING OF EVENTS. WE COULDN'T HEAR TWR FREQ WHILE ON GND FREQ, WHICH MAY HAVE CLUED US IN EARLIER THAT THERE WAS A DEPARTING ACFT ON RWY 27. EXTRA ATTN NEEDED BY GND TO PROVIDE PROGRESSIVE TAXI. MY CAPT DIDN'T CLR THE L SIDE LIKE USUALLY DONE, UNTIL ON RWY. MY CAPT MAY HAVE BEEN DOING SOMETHING ELSE IN THE COCKPIT AT THIS CRITICAL TIME. VISUALLY, RWY 27 AT LAKEFRONT IS SMALL, AND DOESN'T STAND OUT LIKE A LARGER RWY. WE ALL NEEDED TO PAY BETTER ATTN! NOT SURE WHEN CAPT ACTUALLY FIRST SAW THE DECATHLON, BUT HE DIDN'T ATTEMPT TO SLOW DOWN OR STOP. I WAS SURPRISED THAT GND CTL NEVER MADE MENTION TO ME OR REQUESTED A PHONE CALL OR ANYTHING AT ALL. IT DEFINITELY HAPPENED THOUGH. ATTN AND CLRNC COMPLACENCY.
