Narrative:
On vectors downwind to the ILS runway 18L, #3 engine flamed out. While preparing to complete the engine failure checklist we established a relight and the engine spooled back up. The engine stabilized normally and we continued the pattern and landed. The engine was flamed out for 3-4 mins. ATC was not notified due to the amount of traffic on frequency and time constraints. While relating this information to my company we were questioned as to why we conducted the flight at FL310. We were filed for FL330, but due to traffic FL310 was our final. As it turned out the company had refiled us for FL250 at the last min for fuel temperature limitation. We did not get that amended release because it arrived at the gate late and our in-hand release had us filed at FL330. And at no time was the fuel temperature limitation exceeded.

THE ENG STABILIZED NORMALLY AND WE CONTINUED THE PATTERN AND LANDED. THE ENG WAS FLAMED OUT FOR 3-4 MINS. ATC WAS NOT NOTIFIED DUE TO THE AMOUNT OF TFC ON FREQ AND TIME CONSTRAINTS.
