Narrative:
Center calls up on landline and wants to manually hand off SF34 who wants to divert into waco due to WX to the west. His position is 5 mi south of tpl sbound at 15000 ft turning northbound to land waco. I approve descending to 6000 ft on a heading of 350 degrees. They roger that, and ask me to point the aircraft out to an adjoining facility that owns 12000 ft and below. I rogered that and jumped to the landline to coordinate. Simultaneously, I observe a target (LR25) off tpl climbing nwbound out of 5000 ft. I ask them where this guy is going and they advise nwbound. I point the SF34 out to the adjoining facility descending to 12000 ft, and ask them to stop the LR25 at 11000 ft. They say approved. I call the center and ask them to stop the SF34 at 12000 ft (he's out of 13000 ft). All of a sudden, the adjoining facility calls and says the LR25 has already been shipped to center climbing to 12000 ft. I observe the LR25 out of 10500 ft, and observe him climb through 11000 ft. At that point the LR25 is 2.5 NM south of SF34 nwbound (approximately 330 degrees). I probably made a bad decision in advising the center that I would coordinate with the adjoining facility. They should have done their own coordination, especially since the aircraft was not in my airspace. This practice, though, occurs all the time, but they do their own coordination. I also believe the center should have placed something in the fdio (computer) so information could have passed automated to all facilities. Poor coordination played a major part in this error. Callback conversation with reporter revealed the following information: analyst learned in the callback that the SF34 was diverting to act and was handled by ZHU. The LJ25 was worked initially by grk approach and handed off to ZFW. The LJ25 passed behind the SF34 on a diverging course. The incident was not processed as a system error.

I ALSO BELIEVE THE CTR SHOULD HAVE PLACED SOMETHING IN THE FDIO (COMPUTER) SO INFO COULD HAVE PASSED AUTOMATED TO ALL FACILITIES. POOR COORD PLAYED A MAJOR PART IN THIS ERROR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ANALYST LEARNED IN THE CALLBACK THAT THE SF34 WAS DIVERTING TO ACT AND WAS HANDLED BY ZHU. THE LJ25 WAS WORKED INITIALLY BY GRK APCH AND HANDED OFF TO ZFW. THE LJ25 PASSED BEHIND THE SF34 ON A DIVERGING COURSE. THE INCIDENT WAS NOT PROCESSED AS A SYS ERROR.
