Narrative:
The jackson, wy, approach, ILS runway 18, requires the identify of quirt (IAF) for procedure turn, by the use of the jac VOR with DME and cross tune with duniour. The ILS course is to the east of the VOR course. When the procedure turn (to the east) is performed using the VOR to identify 'quirt' the turn back inbound inevitably ends in an overshoot of the ILS final. This is not good because of the high terrain to the west. I did overshoot the ILS but made an aggressive correction to return to the ILS course. It is very discomforting to overshoot the ILS in IMC while in high terrain. I think the approach procedure for jac ILS runway 18 needs to be looked at. Why is it not possible to fly the localizer outbound to quirt? Then you would already be set up on the ILS and the procedure turn would be based on the localizer and not the VOR. The probability of an overshoot would be minimized because you would be aware of your displacement from the localizer course and not the VOR, since the 2 courses are not co- located, or the same!

Title: A B737 FLC RPT ON THE PROB ASSOCIATED WITH TRYING TO IDENT THE IAF FIX, QUIRT, ON THE JAC ILS LOC COURSE RWY 18. FLT EXPERIENCED AN OVERSHOOT ONTO THE LOC COURSE.
Narrative: THE JACKSON, WY, APCH, ILS RWY 18, REQUIRES THE IDENT OF QUIRT (IAF) FOR PROC TURN, BY THE USE OF THE JAC VOR WITH DME AND CROSS TUNE WITH DUNIOUR. THE ILS COURSE IS TO THE E OF THE VOR COURSE. WHEN THE PROC TURN (TO THE E) IS PERFORMED USING THE VOR TO IDENT 'QUIRT' THE TURN BACK INBOUND INEVITABLY ENDS IN AN OVERSHOOT OF THE ILS FINAL. THIS IS NOT GOOD BECAUSE OF THE HIGH TERRAIN TO THE W. I DID OVERSHOOT THE ILS BUT MADE AN AGGRESSIVE CORRECTION TO RETURN TO THE ILS COURSE. THE PROBABILITY OF AN OVERSHOOT WOULD BE MINIMIZED BECAUSE YOU WOULD BE AWARE OF YOUR DISPLACEMENT FROM THE LOC COURSE AND NOT THE VOR, SINCE THE 2 COURSES ARE NOT CO- LOCATED, OR THE SAME!
