Narrative:
Working approach at den I had an IFR C303 on a wbound heading towards bjc where he was landing. This aircraft clipped the extreme northwest corner of den tower's airspace without coordination. We were landing south at den. This airspace has been idented as a 'trap' numerous times in suggestions written to fix it. A new LOA between approach and tower was written to correct this. We were briefed on it, and the LOA never went into effect for whatever reason. The tower cannot even use this airspace without going through approach airspace. This needs to be fixed.
