Narrative:
Air carrier X (BA32) on landing rollout runway 21. Xyz (C172 VFR) was instructed to taxi into position and hold runway 21. He acknowledged with 'xyz, roger.' west radar called my position to coordinate an arrival via the right downwind for runway 21 (low level). This arrival conflicted with xyz's intended (normal) departure turnout, so I coordinated for a right turnout to the west for xyz. As I did this, the ground controller grabbed me, pointed to the runway, and said 'look.' I saw xyz rolling down runway 21. Air carrier X was at approximately the '1' board (1000 ft remaining indicator). Xyz was crossing the runway 15/21 intersection, getting ready to rotate. He rotated at approximately abeam taxiway F on runway 21. Air carrier X exited the runway and taxied to parking without incident (or comment). The pilot of xyz seemed a bit confused on taxi (ground controller told me this afterward). He was definitely dangerous on takeoff. Fortunately, no one was harmed/shaken too badly in this incident.

Title: C172 TOOK OFF WITHOUT CLRNC AS A BA32 COMMUTER WAS ON LNDG ROLLOUT NEAR THE LAST 1000 FT ON THE RWY.
Narrative: ACR X (BA32) ON LNDG ROLLOUT RWY 21. XYZ (C172 VFR) WAS INSTRUCTED TO TAXI INTO POS AND HOLD RWY 21. HE ACKNOWLEDGED WITH 'XYZ, ROGER.' W RADAR CALLED MY POS TO COORDINATE AN ARR VIA THE R DOWNWIND FOR RWY 21 (LOW LEVEL). THIS ARR CONFLICTED WITH XYZ'S INTENDED (NORMAL) DEP TURNOUT, SO I COORDINATED FOR A R TURNOUT TO THE W FOR XYZ. THE PLT OF XYZ SEEMED A BIT CONFUSED ON TAXI (GND CTLR TOLD ME THIS AFTERWARD). HE WAS DEFINITELY DANGEROUS ON TKOF. FORTUNATELY, NO ONE WAS HARMED/SHAKEN TOO BADLY IN THIS INCIDENT.
