Narrative:
Departed phx with 1 pack inoperative. Opposite bleed became inoperative on takeoff roll leaving aircraft unpressurized. Established opposite bleed to operating pack and proceeded to destination. Repairs were attempted by contract maintenance at abq. During climb, cabin rate of climb exceeded 1000 FPM with all air inflow possible and outflow valve closed. At 9000 ft, cabin approached 8000 ft and still climbing at 300-400 FPM. Returned abq. This airline has eliminated a majority of its maintenance staff. While the remaining line mechanics do as good a job as possible, a number of MEL items is the norm. Recommendation: increase maintenance and technical support, reduce contract maintenance to retain control, require better trained mechanics at outstations we service.

Title: OUT OF PHX A B737-300 LEFT PACK HAD BEEN DEFERRED AND THE BLEED VALVE ON THE R PACK WENT INOP. CREW HAD ESTABLISHED THE L BLEED TO OPERATE WITH THE R PACK. AFTER CONTRACT MAINT PERFORMED AT ABQ THE FLT RETURN LAND AT ABQ WITH A MORE SERIOUS PRESSURIZATION PROB.
Narrative: DEPARTED PHX WITH 1 PACK INOP. OPPOSITE BLEED BECAME INOP ON TKOF ROLL LEAVING ACFT UNPRESSURIZED. ESTABLISHED OPPOSITE BLEED TO OPERATING PACK AND PROCEEDED TO DEST. REPAIRS WERE ATTEMPTED BY CONTRACT MAINT AT ABQ. DURING CLB, CABIN RATE OF CLB EXCEEDED 1000 FPM WITH ALL AIR INFLOW POSSIBLE AND OUTFLOW VALVE CLOSED. AT 9000 FT, CABIN APCHED 8000 FT AND STILL CLBING AT 300-400 FPM. RETURNED ABQ. THIS AIRLINE HAS ELIMINATED A MAJORITY OF ITS MAINT STAFF. WHILE THE REMAINING LINE MECHS DO AS GOOD A JOB AS POSSIBLE, A NUMBER OF MEL ITEMS IS THE NORM. RECOMMENDATION: INCREASE MAINT AND TECHNICAL SUPPORT, REDUCE CONTRACT MAINT TO RETAIN CTL, REQUIRE BETTER TRAINED MECHS AT OUTSTATIONS WE SVC.
