Narrative:

Our operation specifications require a go around if the aircraft is not on the runway before the 1000 ft marker. There is some question as to whether the 1000 ft markers were visible to the pilot. The airport manager has agreed to repaint the markings. Safe operation of the aircraft was not compromised.
