Narrative:

I'm a ZDV controller. We have an unsafe IFR departure procedure (runway 25 ege). This departure is assigned by ege VFR tower to all IFR runway 25 departures released by center. The runway 25 IFR departure is confusing and complicated by not having a visual picture of the procedure. It is frequently not flown correctly by pilots, which puts them in unsafe proximity to terrain and ase approach airspace. When the procedure is flown correctly it stays clear of ase approach airspace. I've personally seen 4 pilots misfly and get into ase airspace. This has been reported to supervisors, airspace and procedures, a ucr has been filed, with no known action taken. We have requested a SID be made to the region (this would have a picture eliminating most of the confusion) to no avail. Reference this incident: I was working the low altitude sector controling ege. Aircraft cleared runway 25 IFR procedure to rlg. Pilot was confused, misflew the procedure heading south instead of north, putting him in unsafe proximity to terrain and another flight inbound to ase. Callback conversation with reporter revealed the following information: the reporter stated that this is the fourth time that he personally has caught an error of pilots making this departure and it is usually caused by them flying the radial as the heading rather than using the reciprocal of the VOR radial as intended. He also stated that there are pilots who frequent the airport in the winter ski seasons who are foreigners, and whose primary language is not english. Many of them have made errors until they become familiar with the departure. However, these pilots are usually only talked to over the phone rather than investigated for a possible violation. Those pilots are not apt to turn in ASRS reports. He further stated that most pilots are counseled via phone, providing they have a cooperative attitude.

Title: PLT OF A BEECH SUPER KING AIR, BE20, TURNED THE WRONG WAY DURING DEP PROC CAUSING A POTENTIAL CONFLICT WITH ANOTHER ACFT AND COLLIDING WITH HIGHER TERRAIN. ARTCC RADAR CTLR INTERVENED AND VECTORED THE PLT OUT OF TROUBLE TO FLT PLAN ROUTING. CTLR BELIEVES SINCE HE HAS OBSERVED PLTS MAKING ERRORS ON THIS DEP IN THE PAST, A VISUAL DEPICTION OF THE PROC SHOULD BE MADE.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THIS IS THE FOURTH TIME THAT HE PERSONALLY HAS CAUGHT AN ERROR OF PLTS MAKING THIS DEP AND IT IS USUALLY CAUSED BY THEM FLYING THE RADIAL AS THE HDG RATHER THAN USING THE RECIPROCAL OF THE VOR RADIAL AS INTENDED. HE ALSO STATED THAT THERE ARE PLTS WHO FREQUENT THE ARPT IN THE WINTER SKI SEASONS WHO ARE FOREIGNERS, AND WHOSE PRIMARY LANGUAGE IS NOT ENGLISH. THOSE PLTS ARE NOT APT TO TURN IN ASRS RPTS. HE FURTHER STATED THAT MOST PLTS ARE COUNSELED VIA PHONE, PROVIDING THEY HAVE A COOPERATIVE ATTITUDE.
