Narrative:

During initial climb, while finishing after takeoff checklists and calling out and off times to company operations, we were given a climb clearance to 9000 ft. After leveling off at 9000 ft, we were given a turn to our first fix and told to climb and maintain 10000 ft. We turned toward the fix but neglected to climb. After approximately 5 mins, flo approach instructed us to climb and maintain 10000 ft. We acknowledged and climbed to 10000 ft. No conflicts with any traffic occurred. This situation could have been averted by a more prompt response to the controller's first request. Supplemental information from acn 401934: due to high workload we inadvertently leveled off at 9000 ft by mistake.

Title: A DHC8 LEVELS OFF AT 9000 FT WAITING FOR HIGHER ALT. A TURN IS ISSUED AND A CLB TO 10000 FT. FLC DELAYS CLB UNTIL ATC REMINDS THEM TO CLB HIGHER.

AFTER APPROX 5 MINS, FLO APCH INSTRUCTED US TO CLB AND MAINTAIN 10000 FT. WE ACKNOWLEDGED AND CLBED TO 10000 FT. NO CONFLICTS WITH ANY TFC OCCURRED. THIS SIT COULD HAVE BEEN AVERTED BY A MORE PROMPT RESPONSE TO THE CTLR'S FIRST REQUEST. SUPPLEMENTAL INFO FROM ACN 401934: DUE TO HIGH WORKLOAD WE INADVERTENTLY LEVELED OFF AT 9000 FT BY MISTAKE.
