Narrative:

I observed an aircraft in my airspace, without a pointout on a conflicting course with my traffic. When I found out the aircraft was not being controled by a controller in my facility I issued traffic and issued an evasive vector. I observed the second aircraft at 13000 ft, 2 mi apart and decreasing.

Title: APCH CTLR AT MSP OBSERVES TFC FROM ANOTHER FACILITY IN HIS SECTOR ON A CONFLICTING COURSE WITH HIS TFC. ALTHOUGH AN EVASIVE VECTOR WAS ISSUED TO AVOID THE INTRUDING ACFT, THE INCIDENT RESULTED IN A LOSS OF SEPARATION BTWN THE 2 ACFT.

Narrative: I OBSERVED AN ACFT IN MY AIRSPACE, WITHOUT A POINTOUT ON A CONFLICTING COURSE WITH MY TFC. WHEN I FOUND OUT THE ACFT WAS NOT BEING CTLED BY A CTLR IN MY FACILITY I ISSUED TFC AND ISSUED AN EVASIVE VECTOR. I OBSERVED THE SECOND ACFT AT 13000 FT, 2 MI APART AND DECREASING.
