Narrative:
All frequencys at sector (38, north departure) out. Origin of trouble unknown, but any type precipitation tends to exacerbate the problem. Noise is described as a 'stuck microphone' by aircraft and renders all frequencys (127.05, 133.1, 132.67) unusable for ATC separation. Efforts to isolate and repair problem by FAA have been unsuccessful. Same problem affects the burne (39) sector. This is most definitely becoming a safety issue.

Title: ARTCC SECTOR 38 AT ZTL EXPERIENCED RADIO OUTAGES ON ALL ASSIGNED FREQS. THE RPTR CLAIMS THAT THE CAUSE OF THE OUTAGES HAS NOT BEEN DETERMINED, HOWEVER, THE PROB TENDS TO BE EXACERBATED BY PRECIP.
Narrative: ALL FREQS AT SECTOR (38, N DEP) OUT. ORIGIN OF TROUBLE UNKNOWN, BUT ANY TYPE PRECIP TENDS TO EXACERBATE THE PROB.
