Narrative:

XXX flight YYY, rdu to clt. The captain was the PF and I was working the radios. After departure, our routing was changed from the majic nine arrival to the chesterfield eight arrival. We were cleared direct fay, chesterfield eight arrival. We were level at 16000 ft MSL. Approaching station passage of fay, the captain tuned in the fay 312 degree radial outbound, instead of the 258 degree radial outbound, as depicted. As he rolled out of the turn, I questioned his heading, just as ATC (ZDC) did the same. ATC then told us that we had entered restr airspace, and gave us headings to the east to remove us from restr airspace. Soon after this, we were given vectors to re-intercept the chesterfield eight arrival. The captain had tuned in the flo (florence 115.2) radial on the arrival, instead of the fay radial. Both vors start with the letter 'F.' it would call our attention to being in close proximity to restr airspace if it was depicted on sids and stars, as is presently done on the irons three arrival to dca. In our case, if we had had a picture of the restr airspace on the arrival chart, it would have been immediately obvious that flying the 312 degree radial out of fay was incorrect.

Title: B737-200 CAPT MISREADS STAR PLATE, SETS WRONG OUTBOUND RADIAL. TRACK ERROR PENETRATES R-5311.

Narrative: XXX FLT YYY, RDU TO CLT. THE CAPT WAS THE PF AND I WAS WORKING THE RADIOS. AFTER DEP, OUR ROUTING WAS CHANGED FROM THE MAJIC NINE ARR TO THE CHESTERFIELD EIGHT ARR. WE WERE CLRED DIRECT FAY, CHESTERFIELD EIGHT ARR. WE WERE LEVEL AT 16000 FT MSL. APCHING STATION PASSAGE OF FAY, THE CAPT TUNED IN THE FAY 312 DEG RADIAL OUTBOUND, INSTEAD OF THE 258 DEG RADIAL OUTBOUND, AS DEPICTED. AS HE ROLLED OUT OF THE TURN, I QUESTIONED HIS HEADING, JUST AS ATC (ZDC) DID THE SAME. ATC THEN TOLD US THAT WE HAD ENTERED RESTR AIRSPACE, AND GAVE US HEADINGS TO THE E TO REMOVE US FROM RESTR AIRSPACE. SOON AFTER THIS, WE WERE GIVEN VECTORS TO RE-INTERCEPT THE CHESTERFIELD EIGHT ARR. THE CAPT HAD TUNED IN THE FLO (FLORENCE 115.2) RADIAL ON THE ARR, INSTEAD OF THE FAY RADIAL. BOTH VORS START WITH THE LETTER 'F.' IT WOULD CALL OUR ATTN TO BEING IN CLOSE PROX TO RESTR AIRSPACE IF IT WAS DEPICTED ON SIDS AND STARS, AS IS PRESENTLY DONE ON THE IRONS THREE ARR TO DCA. IN OUR CASE, IF WE HAD HAD A PICTURE OF THE RESTR AIRSPACE ON THE ARR CHART, IT WOULD HAVE BEEN IMMEDIATELY OBVIOUS THAT FLYING THE 312 DEG RADIAL OUT OF FAY WAS INCORRECT.
