Narrative:
Flight XXX phf-clt was given the clearance to cross 30 DME east of gso at 13000 ft. I began the descent with the autoplt set for the usual rate to make the restr. However I failed to notice the unusually strong tailwind. About 35 DME from gso I realized the restr was in jeopardy and instituted the maximum descent rate possible. Center inquired as to our ability to make the restr just then. Giving the descent the maximum effort we crossed 28 DME east of gso level at 13000 ft. Sadly the contributing factors were the old bugaboos of complacency, distraction and inattentiveness. Fatigue was also a factor in missing a restr.

Title: CREW FAILED TO MAKE DSCNT XING ALT RESTR.
Narrative: FLT XXX PHF-CLT WAS GIVEN THE CLRNC TO CROSS 30 DME E OF GSO AT 13000 FT. I BEGAN THE DSCNT WITH THE AUTOPLT SET FOR THE USUAL RATE TO MAKE THE RESTR. HOWEVER I FAILED TO NOTICE THE UNUSUALLY STRONG TAILWIND. ABOUT 35 DME FROM GSO I REALIZED THE RESTR WAS IN JEOPARDY AND INSTITUTED THE MAX DSCNT RATE POSSIBLE. CTR INQUIRED AS TO OUR ABILITY TO MAKE THE RESTR JUST THEN. GIVING THE DSCNT THE MAX EFFORT WE CROSSED 28 DME E OF GSO LEVEL AT 13000 FT. SADLY THE CONTRIBUTING FACTORS WERE THE OLD BUGABOOS OF COMPLACENCY, DISTR AND INATTENTIVENESS. FATIGUE WAS ALSO A FACTOR IN MISSING A RESTR.
