Narrative:
Failure to comply with crossing altitude assigned by ATC. Level at FL180 we were told to cross kubic intersection at 8000 ft. First officer acknowledged the assignment but did not reset altitude alerter or arm FMS for descent. Captain was briefing passenger (on PA) for turbulence and arrival to fll airspace and did not hear clearance to descend. ATC called to inquire about descent, at which time I deployed speed brakes and initiated a rapid descent 5000 FPM to comply with crossing requirement which we did comply with (less than 1000 ft) lack of good communication procedure caused problem during high workload environment. Solution: all altitude, speed and heading changes are challenge and response items to assure both pilots heard and heard the same thing.

Title: CPR PLT DID NOT HEAR CLRNC SO FAILED TO START DSCNT IN TIME TO MAKE XING ALT UNTIL CTLR QUESTIONED ABILITY TO MAKE XING. COPLT WAS AWARE OF CLRNC BUT DID NOT SET ALERTER.
