Narrative:

We were leveled at FL250 after a descent from FL330 when ZDC issued a clearance to cross fak at FL220. We programmed the autoplt to make the restr and the display showed a descent point 20-30 mi in front of us. We began to discuss the approach and landing in dulles airport as well as our security concerns there. Apparently at some point the autoplt came out of the VNAV mode and failed to begin descent in a timely manner. The captain, PF, began to descend but too late to make the crossing comfortably. Prior to reaching fak center issued a clearance to descend to 13000 ft. There was no conflict with any other aircraft.

Title: DSCNT IS STARTED TOO LATE TO MAKE A XING RESTR ON ARR TO IAD. ARTCC RADAR CTLR ISSUES A SUBSEQUENT CLRNC TO A LOWER ALT WITHOUT RESTR RESOLVING THE PROB.

Narrative: WE WERE LEVELED AT FL250 AFTER A DSCNT FROM FL330 WHEN ZDC ISSUED A CLRNC TO CROSS FAK AT FL220. WE PROGRAMMED THE AUTOPLT TO MAKE THE RESTR AND THE DISPLAY SHOWED A DSCNT POINT 20-30 MI IN FRONT OF US. WE BEGAN TO DISCUSS THE APCH AND LNDG IN DULLES ARPT AS WELL AS OUR SECURITY CONCERNS THERE. APPARENTLY AT SOME POINT THE AUTOPLT CAME OUT OF THE VNAV MODE AND FAILED TO BEGIN DSCNT IN A TIMELY MANNER. THE CAPT, PF, BEGAN TO DSND BUT TOO LATE TO MAKE THE XING COMFORTABLY. PRIOR TO REACHING FAK CTR ISSUED A CLRNC TO DSND TO 13000 FT. THERE WAS NO CONFLICT WITH ANY OTHER ACFT.
