Narrative:
While on approach to cak at XA30, a cessna citation overtook us, cut inside our flight path and caused me to take evasive action. We also received a TCASII conflict alert. The cessna citation was parked at FBO hangar. Cak approach control cleared our flight for a visual approach to runway 5 cak. We were slowing from 250 KTS to 210 KTS and started to configure aircraft for landing. (Citation must have been exceeding 250 KTS below 10000 ft.) cak approach control advised a citation was overtaking us, to slow to 210 KTS, which we were already doing. We were at 6-8 mi nnw of briggs VOR. Cak VOR has been OTS for over 1 week and no ADF's or DME available on cak airport. ILS serves runway 1 and runway 19, a shorter runway than runway 5/23. VASI was available on runway 5. Citation appeared on TCASII at our 5 O'clock position +300 ft. We were already lined up with runway 5 for a straight-in approach at 6-8 mi southwest of cak airport. I asked copilot if he saw him, replied yes. I looked out of copilot's window and saw traffic descending for landing and closing in on us. I took immediate evasive action and turned right to go under citation and reported to tower we had a TCASII alert and were commencing a 360 degree maneuver. I turned right to go under and immediately behind citation so I could maintain visual separation. A left turn may have caused contact between aircraft's converging path. I did notice TCASII read +200 ft at one time. If I hadn't done a 360 degree turn, we would have had to make a go around due to citation still on runway after our 360 degree turn anyway. I believe citation pilot acted in a gross and negligent manner endangering the lives of my passenger and his/her aircraft and passenger. I guess he was trying to race or beat us to the airport. I also believe the approach/tower controller on duty acted blase/lackadaisical and did not control the aircraft in his airspace appropriately. He gave no warnings of conflict impending either. My flight clearly had the right-of-way and was put in harm's way by the controller and especially the citation pilot. A ZOB controller, mr X (after we arrived at the gate), noticed the other aircraft and asked what happened. After I explained he said he would call cak tower and inquire how this happened. A passenger getting off my flight also noticed other aircraft and said I did a good job. Passenger also noticed 360 degree turn and felt aircraft descend when I pushed nose down for evasive maneuver, our altitude went from approximately 3500 ft to +/-3000 ft. No announcement was made to passenger.
