Narrative:
Aircraft was in descent on minks 1 to lga to level at 16000 ft. Getting ATIS, briefing the approach and doing checklist items, ATC asked if we were going to cross somto at 16000 ft. Replied 'no.' we believe controller wanted us to cross somto at 13000 ft. By voice of controller he seemed to doubt himself whether he had given us a clearance to 13000 ft. He then told us to descend to 13000 ft.
