Narrative:
Dispatched from jfk to pbi with left air conditioning pack inoperative. After takeoff at jfk, the right air conditioning pack failed, resulting in unpressurized flight. Unable to restart right air conditioning pack. Returned to jfk and landed overweight. Considered it safe to land overweight. With a full complement of passenger, the cabin was very hot, and ventilation was not adequate to remain airborne for any appreciable length of time.
