Narrative:
While being vectored for a visual approach for runway 27R at ord from pappi intersection, a 160 degree heading was last assigned by ATC. While approaching the localizer course an instruction was issued by ATC that was blocked by another aircraft. The instruction was reissued by ATC and it was a clearance to us for a visual approach to runway 27R along with traffic that was turning onto the localizer for runway 27L from the south. We turned immediately for runway 27R and we got a traffic alert as we made the turn. Due to the delayed receipt of the clearance we overshot the runway 27R localizer and received an RA to descend. Vertical separation was 600 ft. The approach was hand flown and RA instructions were followed. No comments by ATC.

Title: FK10 CREW WAS GIVEN A LATE TURN ON VECTOR TO THE LOC. FREQ CONGESTION AND BLOCKED XMISSIONS CAUSED DELAY. CREW RECEIVED A TCASII RA FOR TFC ON A PARALLEL RWY, AND TOOK EVASIVE ACTION.
Narrative: WHILE BEING VECTORED FOR A VISUAL APCH FOR RWY 27R AT ORD FROM PAPPI INTXN, A 160 DEG HDG WAS LAST ASSIGNED BY ATC. WHILE APCHING THE LOC COURSE AN INSTRUCTION WAS ISSUED BY ATC THAT WAS BLOCKED BY ANOTHER ACFT. THE INSTRUCTION WAS REISSUED BY ATC AND IT WAS A CLRNC TO US FOR A VISUAL APCH TO RWY 27R ALONG WITH TFC THAT WAS TURNING ONTO THE LOC FOR RWY 27L FROM THE S. WE TURNED IMMEDIATELY FOR RWY 27R AND WE GOT A TFC ALERT AS WE MADE THE TURN. DUE TO THE DELAYED RECEIPT OF THE CLRNC WE OVERSHOT THE RWY 27R LOC AND RECEIVED AN RA TO DSND. VERT SEPARATION WAS 600 FT. THE APCH WAS HAND FLOWN AND RA INSTRUCTIONS WERE FOLLOWED. NO COMMENTS BY ATC.
