Narrative:
We landed runway 35 and cleared at end. I switched to ground and requested taxi to cpr hangars. Told to hold short of runway 17 at taxiway H. We did. Cleared to cross runway 17 and at same time we could see a turbo commander taking runway 35 at intersection K. Watching turbo commander was obvious he did not intend to hold in position. We stopped clear of runway but over the hold line and watched turbo commander take off in front of us. We requested and received reclrnc across runway after the next aircraft landed. Unknown if turbo commander missed a 'position and hold' clearance or if he was cleared for takeoff. Called tower and explained above and requested they review tapes.

Title: A CPR HS25 TAXIING TO HANGAR WAS TOLD TO HOLD SHORT OF RWY 35, THEN CLRED TO CROSS THE RWY, SAW AN AC6T ENTER RWY 35 AT TXWY K AND START HIS TKOF. THE HS25 HELD CLR OF THE RWY, BUT OVER THE HOLD LINE. HS25 CAPT TALKED TO THE TWR LATER AND ASKED FOR TAPES TO BE HELD.
Narrative: WE LANDED RWY 35 AND CLRED AT END. I SWITCHED TO GND AND REQUESTED TAXI TO CPR HANGARS. TOLD TO HOLD SHORT OF RWY 17 AT TXWY H. WE DID. WE STOPPED CLR OF RWY BUT OVER THE HOLD LINE AND WATCHED TURBO COMMANDER TAKE OFF IN FRONT OF US. WE REQUESTED AND RECEIVED RECLRNC ACROSS RWY AFTER THE NEXT ACFT LANDED. UNKNOWN IF TURBO COMMANDER MISSED A 'POS AND HOLD' CLRNC OR IF HE WAS CLRED FOR TKOF. CALLED TWR AND EXPLAINED ABOVE AND REQUESTED THEY REVIEW TAPES.
