Working local and east arrival radar, airline XXX, an SHD3, entered airspace en route to plb. Aircraft checks on frequency and asks WX at btv then asks to go to btv instead of plb. Aircraft is vectored to ILS DME runway 33 approach and cleared to land. Aircraft landed over men and equipment on runway.
