Narrative:
PA28 was #2 in pattern, C172 was #1 cleared touch and go runway 9L. PA28 had C172 in sight and was #2 cleared to land runway 9L. C172 makes a full stop instead of touch and go, PA28 over the numbers while C172 is 3000 ft down the runway. The PA28 was told to go around at 200 ft over the threshold, did not comply, again told to go around but lands instead. C172 was 3000 ft down the runway, and when the cherokee landed, C172 was just turning off, separation reduced to 2000 ft. Both planes safely exited runway and taxied to the ramp.

Title: ACFT X AT TMB ARPT LANDS AND STOPS ON THE RWY. ACFT Y ON SHORT FINAL WAS INSTRUCTED TWICE TO GAR BUT LANDED ANYWAY WHILE ACFT X WAS TURNING OFF THE RWY.
Narrative: PA28 WAS #2 IN PATTERN, C172 WAS #1 CLRED TOUCH AND GO RWY 9L. PA28 HAD C172 IN SIGHT AND WAS #2 CLRED TO LAND RWY 9L. C172 MAKES A FULL STOP INSTEAD OF TOUCH AND GO, PA28 OVER THE NUMBERS WHILE C172 IS 3000 FT DOWN THE RWY. THE PA28 WAS TOLD TO GAR AT 200 FT OVER THE THRESHOLD, DID NOT COMPLY, AGAIN TOLD TO GAR BUT LANDS INSTEAD. C172 WAS 3000 FT DOWN THE RWY, AND WHEN THE CHEROKEE LANDED, C172 WAS JUST TURNING OFF, SEPARATION REDUCED TO 2000 FT. BOTH PLANES SAFELY EXITED RWY AND TAXIED TO THE RAMP.
