Narrative:
Entering ramp from taxiway F. Ramp control had cleared us into the ramp to enter on the west line and hold once on the ramp. An ATR42 was holding on the east line ready to depart the ramp. I had started my turn into the ramp when my first officer said, 'stop.' I stopped abruptly and just missed being struck by a van that was traveling at a high rate of speed from my right to my left. The van never slowed down and even appeared to take evasive action that took him out of the ground vehicle lane. Ramp control said they had caught this on film.
