Narrative:
Azo radar handles the IFR departure and arrival operations at btl. Our IFR departure procedure at btl is, as long as the aircraft is departing off the designated runway, btl must advise azo of the departure time +/-2 mins. In this case, while working the tower position I placed aircraft X (an A10) into position to hold on runway 23. I got busy with some pattern traffic and arrs and launched the IFR A10 without calling the off time to azo. No other aircraft involved, good VFR WX.

Title: ATCT CTLR AT BTL TWR FAILED TO NOTIFY DEP CTL OF DELAYED DEP TIME OF ACFT AS REQUIRED BY LOA.
Narrative: AZO RADAR HANDLES THE IFR DEP AND ARR OPS AT BTL. OUR IFR DEP PROC AT BTL IS, AS LONG AS THE ACFT IS DEPARTING OFF THE DESIGNATED RWY, BTL MUST ADVISE AZO OF THE DEP TIME +/-2 MINS. IN THIS CASE, WHILE WORKING THE TWR POS I PLACED ACFT X (AN A10) INTO POS TO HOLD ON RWY 23. I GOT BUSY WITH SOME PATTERN TFC AND ARRS AND LAUNCHED THE IFR A10 WITHOUT CALLING THE OFF TIME TO AZO. NO OTHER ACFT INVOLVED, GOOD VFR WX.
