Narrative:
When working local control, we are required to notify departure radar if an aircraft has not tagged properly after takeoff. Act X departed runway 33, evidently without turning on the transponder. I failed to notice this while working other traffic. Aircraft X continued on outside of our airspace on his IFR flight plan to have a separation error with center's airspace and possibly with a holding aircraft. As a safety net for departure control, I failed to contribute.

Title: CRW LCL CTLR FAILS TO COORD WITH DEP CTL WHEN DEPARTING ACFT FAILS TO TURN ON XPONDER RESULTING IN AN OPDEV.
Narrative: WHEN WORKING LCL CTL, WE ARE REQUIRED TO NOTIFY DEP RADAR IF AN ACFT HAS NOT TAGGED PROPERLY AFTER TKOF. ACT X DEPARTED RWY 33, EVIDENTLY WITHOUT TURNING ON THE XPONDER. I FAILED TO NOTICE THIS WHILE WORKING OTHER TFC. ACFT X CONTINUED ON OUTSIDE OF OUR AIRSPACE ON HIS IFR FLT PLAN TO HAVE A SEPARATION ERROR WITH CTR'S AIRSPACE AND POSSIBLY WITH A HOLDING ACFT. AS A SAFETY NET FOR DEP CTL, I FAILED TO CONTRIBUTE.
