Narrative:
While talking with boi approach, we were on left downwind and cleared for a visual approach to runway 28R. As I started my base turn, the captain shouted 'don't hit that helicopter.' we passed directly over the top of, and less than 500 ft from, a large helicopter. The approach controller did not advise us of any traffic in the area. She was very busy, handling 2 frequencys, with a number of GA and air carrier operations. The helicopter had departed without a transponder. On their initial call-up, the approach controller did not see them on radar and seemed unaware/unsure of the helicopter's location. Since it (the helicopter) departed without a transponder, we received no TCASII information. We were descending through 5500 ft MSL as the helicopter was climbing to 5500 ft MSL. We stopped our descent and increased our turn rate to avoid a collision. Once on the ground, we called the approach facility to talk about the incident and they were totally unaware of any conflict.

Title: NMAC BTWN A FOKKER 28 TURNING BASE LEG AND A HELI CLBING TO THE SAME ALT TO WHICH THE F28 WAS DSNDING. THE HELI WAS NOT EQUIPPED WITH XPONDER AND APCH CTLR HAD NOT HAD ANY INTERFAC COORD FROM THE ARPT TWR REGARDING THE HELI'S PRESENCE.
Narrative: WHILE TALKING WITH BOI APCH, WE WERE ON L DOWNWIND AND CLRED FOR A VISUAL APCH TO RWY 28R. AS I STARTED MY BASE TURN, THE CAPT SHOUTED 'DON'T HIT THAT HELI.' WE PASSED DIRECTLY OVER THE TOP OF, AND LESS THAN 500 FT FROM, A LARGE HELI. THE APCH CTLR DID NOT ADVISE US OF ANY TFC IN THE AREA. SHE WAS VERY BUSY, HANDLING 2 FREQS, WITH A NUMBER OF GA AND ACR OPS. THE HELI HAD DEPARTED WITHOUT A XPONDER. ON THEIR INITIAL CALL-UP, THE APCH CTLR DID NOT SEE THEM ON RADAR AND SEEMED UNAWARE/UNSURE OF THE HELI'S LOCATION. SINCE IT (THE HELI) DEPARTED WITHOUT A XPONDER, WE RECEIVED NO TCASII INFO. WE WERE DSNDING THROUGH 5500 FT MSL AS THE HELI WAS CLBING TO 5500 FT MSL. WE STOPPED OUR DSCNT AND INCREASED OUR TURN RATE TO AVOID A COLLISION. ONCE ON THE GND, WE CALLED THE APCH FACILITY TO TALK ABOUT THE INCIDENT AND THEY WERE TOTALLY UNAWARE OF ANY CONFLICT.
