Narrative:
At about XA05Z on may/xa/98, I was executing the GPS-a approach into the driggs-reed memorial airport while operating under an instrument clearance. I had broken out of the clouds at about 800 ft AGL and 2 1/2 mi from the runway. I called the field in sight and turned to base and then to short final. Due to the clouds to the east I flew a tight pattern. I made at least 3 traffic calls and was in contact with unicom. As I descended through 500 ft AGL on short final a truck pulling a horse trailer rolled from the taxiway across the runway and into the crop dusters' compound. The vehicle obviously was not in any radio contact and never even slowed down as it pulled onto and crossed the runway. It certainly appeared that they didn't even look for air traffic as it would have been hard to miss with 2 landing lights, strobes, a beacon and navigation lights all operating against a dark gray sky. Regarding a crop duster who uses the airport and has his trailer parked next to the runway, I know that he has been a continual source of problems. I have to report that I had the most serious near miss with a vehicle in almost 2000 hours of flying this summer at driggs. One of his trucks came from my blindside, while I was on the taxiway just moving to enter the runway, and at over 25 mph cut in front of me with less than 20 ft of separation. It was an unbelievably dangerous maneuver that caused me to jam on the brakes. It could have thrown debris in my engine as he cut through the dirt off the edge of the taxiway, or worse he actually could have hit me. I think it is time for the board to find out what legal right he has to access his property by crossing the runway at mid-field. I don't think he has any right to operate in this manner. He can build a road on the far side or he can move. All the gravel and dirt he throws on the runway from driving back and forth is a safety problem, not to mention his cars and the fact that he often fails to use the radio properly.

I HAVE TO RPT THAT I HAD THE MOST SERIOUS NEAR MISS WITH A VEHICLE IN ALMOST 2000 HRS OF FLYING THIS SUMMER AT DRIGGS. ONE OF HIS TRUCKS CAME FROM MY BLINDSIDE, WHILE I WAS ON THE TXWY JUST MOVING TO ENTER THE RWY, AND AT OVER 25 MPH CUT IN FRONT OF ME WITH LESS THAN 20 FT OF SEPARATION. IT WAS AN UNBELIEVABLY DANGEROUS MANEUVER THAT CAUSED ME TO JAM ON THE BRAKES. IT COULD HAVE THROWN DEBRIS IN MY ENG AS HE CUT THROUGH THE DIRT OFF THE EDGE OF THE TXWY, OR WORSE HE ACTUALLY COULD HAVE HIT ME. I THINK IT IS TIME FOR THE BOARD TO FIND OUT WHAT LEGAL RIGHT HE HAS TO ACCESS HIS PROPERTY BY XING THE RWY AT MID-FIELD. I DON'T THINK HE HAS ANY RIGHT TO OPERATE IN THIS MANNER. HE CAN BUILD A ROAD ON THE FAR SIDE OR HE CAN MOVE. ALL THE GRAVEL AND DIRT HE THROWS ON THE RWY FROM DRIVING BACK AND FORTH IS A SAFETY PROB, NOT TO MENTION HIS CARS AND THE FACT THAT HE OFTEN FAILS TO USE THE RADIO PROPERLY.
