Narrative:

On jun/xy/98, aircraft xyz was released out of heavy maintenance 'C' check with the captain's pitot heat static inverter, AC current sensor and mounting bracket not installed. The parts were removed for inspection of stringers below and work cards were written for the areas. The mechanic asked me to give an ok to close on each work card for the area being closed, so the mechanic and I closed the open up card xx-yy-xyxy-001 because there were other cards for those areas. I gave an ok to close the area covered by the -002 card. The card -004 has the area sta 3870 stringer #69, which is the area where the static inverter and AC current sensor are located. I was not asked for an ok to close that area, because that card, -004 was already closed out by management, so the parts were not installed on the aircraft. Callback conversation with reporter revealed the following information: the reporter stated 3 of the 4 job cards for this aircraft work area have close up sign-offs. The reporter said a mechanic working on the second job card asked repeatedly about some electrical connectors that were not connected to any units and researched the dock maintenance manual for the latest modifications but found the manual not updated. The reporter said the 4TH job card close up sign-off was cleared by the check foreman which included the units not replaced and later found missing. The reporter stated the FAA has made no contact.

Title: A FOKKER 100 WAS RETURNED TO SVC AFTER A HVY MAINT CHK WITH PARTS AND EQUIP REMOVED FOR MAINT NOT REINSTALLED.

Narrative: ON JUN/XY/98, ACFT XYZ WAS RELEASED OUT OF HVY MAINT 'C' CHK WITH THE CAPT'S PITOT HEAT STATIC INVERTER, AC CURRENT SENSOR AND MOUNTING BRACKET NOT INSTALLED. THE MECH ASKED ME TO GIVE AN OK TO CLOSE ON EACH WORK CARD FOR THE AREA BEING CLOSED, SO THE MECH AND I CLOSED THE OPEN UP CARD XX-YY-XYXY-001 BECAUSE THERE WERE OTHER CARDS FOR THOSE AREAS. I GAVE AN OK TO CLOSE THE AREA COVERED BY THE -002 CARD. THE CARD -004 HAS THE AREA STA 3870 STRINGER #69, WHICH IS THE AREA WHERE THE STATIC INVERTER AND AC CURRENT SENSOR ARE LOCATED. I WAS NOT ASKED FOR AN OK TO CLOSE THAT AREA, BECAUSE THAT CARD, -004 WAS ALREADY CLOSED OUT BY MGMNT, SO THE PARTS WERE NOT INSTALLED ON THE ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED 3 OF THE 4 JOB CARDS FOR THIS ACFT WORK AREA HAVE CLOSE UP SIGN-OFFS. THE RPTR SAID A MECH WORKING ON THE SECOND JOB CARD ASKED REPEATEDLY ABOUT SOME ELECTRICAL CONNECTORS THAT WERE NOT CONNECTED TO ANY UNITS AND RESEARCHED THE DOCK MAINT MANUAL FOR THE LATEST MODIFICATIONS BUT FOUND THE MANUAL NOT UPDATED. THE RPTR SAID THE 4TH JOB CARD CLOSE UP SIGN-OFF WAS CLRED BY THE CHK FOREMAN WHICH INCLUDED THE UNITS NOT REPLACED AND LATER FOUND MISSING. THE RPTR STATED THE FAA HAS MADE NO CONTACT.
