Narrative:
While en route at cruise altitude we received a TA on the TCASII followed by an RA to descend. My first officer responded promptly and we descended 500 ft off assigned altitude. The on-coming aircraft was at the same altitude as we were and we picked him up visually at approximately 1-2 mi of separation. He was in a climbing, right turn toward 160 degrees magnetic. Prior to the RA, he was coming straight at us. I asked center what happened and they said that maybe they forgot to turn. Air carrier Y was the aircraft involved with us that caused the conflict. Air carrier Z, who was right behind us, witnessed the entire event. Center gave us no warning at all during the entire event. The event occurred at XA54Z with ZID on 119.52, 25 mi northeast of hvq at 29000 ft.
