Narrative:
On ILS runway 31L final (8 mi) at jfk vector from jfk approach, a light aircraft (high wing cessna type) single engine overflew us. TCASII gave us a traffic alert and then an RA indicating 'don't climb aural' and an altitude separation of 300 ft. Factors contributing to loss of separation: 1) frequency congestion, 2) controller saturation. Jfk approach could not clear us for the approach due to aircraft above and we flew through the localizer runway 31L and then got the TCASII TA/RA.

Title: FLC IN MD88 WAS BEING VECTORED ON FINAL TO JFK AND RECEIVED TCASII RA. CREW SPOTTED A HIGH WING ACFT FLY APPROX 300 FT OVERHEAD.
