Narrative:
Descending out of 16000 ft, canceled IFR with ZMA but stayed with them for radar advisories. Kept same transponder code. Turned over to pbi approach while proceeding direct bct and still descending. Within a few mins after contacting approach, I was given traffic DC9, 11 O'clock position, 2 mi, out of 13500 ft. I looked at my altimeter and saw that we were at 13200 ft and descending. Suddenly the DC9 appeared under the nose of my aircraft at approximately 400-500 ft below me. I asked approach what altitude the DC9 was at (he previously told me 13500 ft) and he said the DC9 had a resolution on me and I took that to mean the DC9 got a TCASII alert with an advisory to either descend or hold its altitude. Question: why was the DC9 and I allowed to get so close both vertically and laterally? It appears that the DC9 took evasive action due to its TCASII alert.

Title: PLT IN A PA46 MALIBU CANCELED IFR WITH ZMA AND IS HANDED OFF TO PBI APCH. A FEW MINS LATER A DC9 RECEIVES A TCASII RA WHILE DOING A BLOW-BY THE MALIBU RESULTING IN AN NMAC.
Narrative: DSNDING OUT OF 16000 FT, CANCELED IFR WITH ZMA BUT STAYED WITH THEM FOR RADAR ADVISORIES. KEPT SAME XPONDER CODE. TURNED OVER TO PBI APCH WHILE PROCEEDING DIRECT BCT AND STILL DSNDING. WITHIN A FEW MINS AFTER CONTACTING APCH, I WAS GIVEN TFC DC9, 11 O'CLOCK POS, 2 MI, OUT OF 13500 FT. I LOOKED AT MY ALTIMETER AND SAW THAT WE WERE AT 13200 FT AND DSNDING. SUDDENLY THE DC9 APPEARED UNDER THE NOSE OF MY ACFT AT APPROX 400-500 FT BELOW ME. I ASKED APCH WHAT ALT THE DC9 WAS AT (HE PREVIOUSLY TOLD ME 13500 FT) AND HE SAID THE DC9 HAD A RESOLUTION ON ME AND I TOOK THAT TO MEAN THE DC9 GOT A TCASII ALERT WITH AN ADVISORY TO EITHER DSND OR HOLD ITS ALT. QUESTION: WHY WAS THE DC9 AND I ALLOWED TO GET SO CLOSE BOTH VERTLY AND LATERALLY? IT APPEARS THAT THE DC9 TOOK EVASIVE ACTION DUE TO ITS TCASII ALERT.
