Narrative:
I was approaching from northeast for landing. Local controller instructed me to enter left downwind for runway 7. I was on a 45 degree for a left downwind when controller cleared an ercoupe for takeoff. He asked the pilot if he was departing to the southeast and the pilot replied he was departing to the west and would like a left turnout. The controller then asked me my position. I replied I was on a 45 degree for a left downwind and approximately 3 mi from the airport. The controller asked the pilot of the ercoupe if he had the cherokee in sight. The pilot said that he did. He was told to 'widen out to the right and pass behind the cherokee.' the pilot acknowledged. I continued to scan for the ercoupe and when I found it, it was headed straight towards me, 200 ft below me and climbing. I immediately initiated a climb and the ercoupe passed directly below my aircraft and approximately 200 ft. The controller should not have cleared the ercoupe for a left turn until he was east of my aircraft. The pilot of the ercoupe should have made a right turn. I suspect he had lost sight of my aircraft.

Title: PLT OF PA28-140 ENTERING THE TFC PATTERN HAS NMAC WITH AN ERCOUPE JUST DEPARTING THE ARPT AND ISSUED A TURN BEHIND THE PIPER BY ATC.
Narrative: I WAS APCHING FROM NE FOR LNDG. LCL CTLR INSTRUCTED ME TO ENTER L DOWNWIND FOR RWY 7. I WAS ON A 45 DEG FOR A L DOWNWIND WHEN CTLR CLRED AN ERCOUPE FOR TKOF. HE ASKED THE PLT IF HE WAS DEPARTING TO THE SE AND THE PLT REPLIED HE WAS DEPARTING TO THE W AND WOULD LIKE A L TURNOUT. THE CTLR THEN ASKED ME MY POS. I REPLIED I WAS ON A 45 DEG FOR A L DOWNWIND AND APPROX 3 MI FROM THE ARPT. THE CTLR ASKED THE PLT OF THE ERCOUPE IF HE HAD THE CHEROKEE IN SIGHT. THE PLT SAID THAT HE DID. HE WAS TOLD TO 'WIDEN OUT TO THE R AND PASS BEHIND THE CHEROKEE.' THE PLT ACKNOWLEDGED. I CONTINUED TO SCAN FOR THE ERCOUPE AND WHEN I FOUND IT, IT WAS HEADED STRAIGHT TOWARDS ME, 200 FT BELOW ME AND CLBING. I IMMEDIATELY INITIATED A CLB AND THE ERCOUPE PASSED DIRECTLY BELOW MY ACFT AND APPROX 200 FT. THE CTLR SHOULD NOT HAVE CLRED THE ERCOUPE FOR A L TURN UNTIL HE WAS E OF MY ACFT. THE PLT OF THE ERCOUPE SHOULD HAVE MADE A R TURN. I SUSPECT HE HAD LOST SIGHT OF MY ACFT.
