Narrative:

The ATIS indicated lahso operations were in effect. We advised approach on initial contact that we were unable to lahso. Upon contacting the tower at the LOM for runway 9R we were advised that we were cleared to land, to hold short of taxiway south. We advised unable and landed without incident. Again, approach did not advise tower of our intentions. What good does it do to tell approach if they refuse to advise the tower.
