Narrative:
Flight lost WX radar in IMC with reported thunderstorms in area east of ord at FL260, requested FL280 to be in VMC and ATC was unable to comply. Declared an emergency and climbed to FL280 on top of the WX. Flew west of ord and descended clear of WX into ord and landed. Advised dispatch and they agreed with the plan as a prudent and safe way to avoid WX without airborne radar.

Title: A B727 LOSES ITS WX RADAR WHILE ENRTE TO ORD IN PROX OF RPTED TSTMS. CAPT ASKS FOR A HIGHER ALT TO GET VMC. REQUEST IS DENIED SO HE DECLARES AN EMER AND CLBS FROM FL260 TO FL280 TO OBTAIN VMC.
