Narrative:
Given clearance to climb to 10000 ft and right turn on course. Passing 9000 ft, TCASII alert goes off telling us to descend. After starting descent, traffic was spotted, also in a descent. Traffic passed off to our right about 1.5-2 mi away. When we asked departure control what had happened he sounded confused and told us to contact ZME. ZME told us he had requested a descent of the other plane through hsv arrival and given clearance to do so. He had given the other plane clearance to descend to 6000 ft. Thanks to TCASII, we never got too close to each other. Supplemental information from acn 407769: ZME explained he had observed the conflict on his radar. ZME said he had been given clearance by hsv approach to allow the aircraft to descend out of 10000 ft.

Title: ACR FK10 FLC ON DEP CLBOUT, REACT TO TCASII DSND COMMAND TO AVOID OPPOSITE DIRECTION DSNDING TFC. TRACON DEP CTLR CANNOT ANSWER QUESTIONS ABOUT CONFLICTING TFC AND CHANGES ACR TO ZME. ZME CTLR ADVISES HE HAD COORD DSCNT WITH HSV THE CONFLICTING INBOUND TFC.
Narrative: GIVEN CLRNC TO CLB TO 10000 FT AND R TURN ON COURSE. PASSING 9000 FT, TCASII ALERT GOES OFF TELLING US TO DSND. AFTER STARTING DSCNT, TFC WAS SPOTTED, ALSO IN A DSCNT. TFC PASSED OFF TO OUR R ABOUT 1.5-2 MI AWAY. WHEN WE ASKED DEP CTL WHAT HAD HAPPENED HE SOUNDED CONFUSED AND TOLD US TO CONTACT ZME. ZME TOLD US HE HAD REQUESTED A DSCNT OF THE OTHER PLANE THROUGH HSV ARR AND GIVEN CLRNC TO DO SO. HE HAD GIVEN THE OTHER PLANE CLRNC TO DSND TO 6000 FT. THANKS TO TCASII, WE NEVER GOT TOO CLOSE TO EACH OTHER. SUPPLEMENTAL INFO FROM ACN 407769: ZME EXPLAINED HE HAD OBSERVED THE CONFLICT ON HIS RADAR.
