Narrative:
PA28 was on instrument approach talking to ZMA to runway 11R. PA60 was departing runway 29L swbound and was advised of traffic inbound. I scanned for traffic and none was noted. PA28 checked onto frequency 2.6 mi inside urb VOR (1/2 to 1/4 mi) final and was advised of traffic. PA60 was at departure end of runway 29L and took evasive action. LOA with ZMA states communications will be xferred prior to the approach gate.

Title: PA60 PLT INITIATES EVASIVE TURN TO AVOID TWR ISSUED TFC, PA28, OPPOSITE DIRECTION, ON SHORT FINAL. APPARENTLY ON IFR APCH, ZMA DID NOT COORDINATE PA28 WITH TWR, HAVING ALREADY RELEASED AN IFR DEP OPPOSITE DIRECTION TO ACFT ON APCH.

LOA WITH ZMA STATES COMS WILL BE XFERRED PRIOR TO THE APCH GATE.
