Narrative:

Problem with aircraft log: 'airframe buffeting on lift-off, through 250 KTS. Does not appear to be engine related. Crew says it was side to side movement. Yaw damper off no help.' I assisted with aircraft. When I talked with crew, first officer and captain were both very concerned. Aircraft appears not normal in-flight, side to side movement was definitely a flight control problem. Unstable lateral axis, side slip type movement. Myself and fellow mechanics, upon briefing crew, agreed to take aircraft OTS. Because neither of us were willing to release aircraft, I requested, several times, that a spare aircraft be used for the flight. Even told the flight crew. My lead man overrode my and the other mechanic's decision. We both left the aircraft to go to lunch. Upon return I found out the aircraft was released and flown from ZZZ to xyz. Upon arrival at xyz the crew refused the aircraft and the plane was then ferried back to ZZZ empty. My signature was not on the release. Callback conversation with reporter revealed the following information: the reporter stated the inbound crew was debriefed on the flight control problem which turned out to be a pitch problem and vibrations in the elevator. The reporter said the aircraft was released for service and was not inspected or the report investigated. The reporter said after the aircraft was maintenance ferried, the cause of the vibration was an elevator power unit output rod end worn bushing. The reporter stated the reporter's experience level was 10 yrs as an a&P mechanic.

THE RPTR SAID THE ACFT WAS RELEASED FOR SVC AND WAS NOT INSPECTED OR THE RPT INVESTIGATED. THE RPTR SAID AFTER THE ACFT WAS MAINT FERRIED, THE CAUSE OF THE VIBRATION WAS AN ELEVATOR PWR UNIT OUTPUT ROD END WORN BUSHING. THE RPTR STATED THE RPTR'S EXPERIENCE LEVEL WAS 10 YRS AS AN A&P MECH.
