Narrative:

Received call from operations to investigate hydraulic leak on rj aircraft. I arrived at aircraft and found hydraulic fluid leaking on the ground from the main wheel well area and from the bottom of the aircraft. I inspected aircraft and could not locate the source of the leak and proceeded to inform my supervisor about the problem. The captain of the aircraft failed to contact his maintenance control and inform them of the problem. I then called air carrier maintenance control and talked with the controller and he informed me to have the captain call him and for me to investigate the leak further. I proceeded to the flight deck and told the captain he needed to call his maintenance control. He informed me that he did not think the hydraulic leak was a maintenance issue; and was going to take the aircraft. I left the aircraft and informed my supervisor of the issue. As I was talking to my supervisor; he was informed that the captain of the aircraft wanted to talk to him. Aircraft departed without hydraulic leak resolved. Air carrier flight crews need to follow procedures for on-call maintenance and not circumvent policy and jeopardize safety to have aircraft depart on time.

Title: A CL65 WITH A RPTED HYD LEAK WAS INVESTIGATED BY A CONTRACT TECHNICIAN PER MAINT CTLR INSTRUCTIONS. CAPT DECLINED LEAK INVESTIGATION AND TOOK THE AIRPLANE.

Narrative: RECEIVED CALL FROM OPS TO INVESTIGATE HYD LEAK ON RJ ACFT. I ARRIVED AT ACFT AND FOUND HYD FLUID LEAKING ON THE GND FROM THE MAIN WHEEL WELL AREA AND FROM THE BOTTOM OF THE ACFT. I INSPECTED ACFT AND COULD NOT LOCATE THE SOURCE OF THE LEAK AND PROCEEDED TO INFORM MY SUPVR ABOUT THE PROB. THE CAPT OF THE ACFT FAILED TO CONTACT HIS MAINT CTL AND INFORM THEM OF THE PROB. I THEN CALLED ACR MAINT CTL AND TALKED WITH THE CTLR AND HE INFORMED ME TO HAVE THE CAPT CALL HIM AND FOR ME TO INVESTIGATE THE LEAK FURTHER. I PROCEEDED TO THE FLT DECK AND TOLD THE CAPT HE NEEDED TO CALL HIS MAINT CTL. HE INFORMED ME THAT HE DID NOT THINK THE HYD LEAK WAS A MAINT ISSUE; AND WAS GOING TO TAKE THE ACFT. I LEFT THE ACFT AND INFORMED MY SUPVR OF THE ISSUE. AS I WAS TALKING TO MY SUPVR; HE WAS INFORMED THAT THE CAPT OF THE ACFT WANTED TO TALK TO HIM. ACFT DEPARTED WITHOUT HYD LEAK RESOLVED. ACR FLT CREWS NEED TO FOLLOW PROCS FOR ON-CALL MAINT AND NOT CIRCUMVENT POLICY AND JEOPARDIZE SAFETY TO HAVE ACFT DEPART ON TIME.
