Narrative:
On rollout when first officer began braking, noticed anti-skid was cycling. Runway was dry, but rubber buildup is getting so bad along entire length that braking action is deteriorating. Also noted subsequently that runway 9R/27L has also significant rubber buildup throughout its length. Callback conversation with reporter revealed the following information: reporter states that the buildup is all down the runway including where the runways intersect. He made a report to company and to the tower and did not get a good response from either. Apparently they do not want to shut down a runway. Supposedly there is something planned for october. The landing runway was 8L/26R but the intersecting runway (runway 9R/27L) is also very black. Reporter requested the hotline number.

Title: FLC OF B727 ON LNDG HAS ANTI-SKID BRAKING CYCLING ON ROLLOUT. THE RWY HAS EXCESSIVE RUBBER BUILDUP ALONG ENTIRE LENGTH OF RWY CAUSING DETERIORATION OF BRAKING.
Narrative: ON ROLLOUT WHEN FO BEGAN BRAKING, NOTICED ANTI-SKID WAS CYCLING. RWY WAS DRY, BUT RUBBER BUILDUP IS GETTING SO BAD ALONG ENTIRE LENGTH THAT BRAKING ACTION IS DETERIORATING. ALSO NOTED SUBSEQUENTLY THAT RWY 9R/27L HAS ALSO SIGNIFICANT RUBBER BUILDUP THROUGHOUT ITS LENGTH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT THE BUILDUP IS ALL DOWN THE RWY INCLUDING WHERE THE RWYS INTERSECT. HE MADE A RPT TO COMPANY AND TO THE TWR AND DID NOT GET A GOOD RESPONSE FROM EITHER. APPARENTLY THEY DO NOT WANT TO SHUT DOWN A RWY. SUPPOSEDLY THERE IS SOMETHING PLANNED FOR OCTOBER. THE LNDG RWY WAS 8L/26R BUT THE INTERSECTING RWY (RWY 9R/27L) IS ALSO VERY BLACK. RPTR REQUESTED THE HOTLINE NUMBER.
