Narrative:

I observed a B737-300 or 400 landing on runway 32 over the approach end of the runway. I observed the aircraft appear to level off about 10 ft or so above the runway. This continued to where I estimated he had less than 4000 ft of runway available. He had been cleared to land on initial contact. To avoid it, I believe I should have sent him around. But I hesitated too long due to the fact I thought he was going around on his own. I was already in the process coordinating his go around then he touched down and rolled off the end of the runway across grass and onto another taxiway.

Title: ATCT CTLR OBSERVES ACR B737 LAND LONG, FLOATING OVER THE RWY A CONSIDERABLE LENGTH, AND SLIDES OFF RWY DUE TO INSUFFICIENT LENGTH. CTLR PERCEIVES HE SHOULD HAVE SENT THE ACR AROUND AND MAYBE COULD HAVE SAVED THE INCIDENT.

Narrative: I OBSERVED A B737-300 OR 400 LNDG ON RWY 32 OVER THE APCH END OF THE RWY. I OBSERVED THE ACFT APPEAR TO LEVEL OFF ABOUT 10 FT OR SO ABOVE THE RWY. THIS CONTINUED TO WHERE I ESTIMATED HE HAD LESS THAN 4000 FT OF RWY AVAILABLE. HE HAD BEEN CLRED TO LAND ON INITIAL CONTACT. TO AVOID IT, I BELIEVE I SHOULD HAVE SENT HIM AROUND. BUT I HESITATED TOO LONG DUE TO THE FACT I THOUGHT HE WAS GOING AROUND ON HIS OWN. I WAS ALREADY IN THE PROCESS COORDINATING HIS GAR THEN HE TOUCHED DOWN AND ROLLED OFF THE END OF THE RWY ACROSS GRASS AND ONTO ANOTHER TXWY.
