Narrative:
Aircraft on maintenance test flight for new engine. During climb test, engine #1 lost oil pressure and turbine temperatures indicated a failure. Engine shut down as per checklist. Returned to nearest airport and made uneventful landing. Did not declare emergency when asked by tower. Later informed by chief pilot that emergency should have been declared any time power plant failure. Flight was conducted under part 91 as a maintenance flight, required before aircraft could be put into service part 121. Callback conversation with reporter revealed the following information: the reporter stated the engine was new and had a total time of 10 mins and the test flight was to check out the engine before revenue flight. The reporter stated the cause of the engine failure was no oil added to the power section of the engine after installation.

Title: A DHC6-300 IN CLB AT 7000 FT ON ENG TEST FLT DIVERTED DUE TO #1 ENG FAILURE CAUSED BY NO OIL IN THE PWR SECTION.
Narrative: ACFT ON MAINT TEST FLT FOR NEW ENG. DURING CLB TEST, ENG #1 LOST OIL PRESSURE AND TURBINE TEMPS INDICATED A FAILURE. ENG SHUT DOWN AS PER CHKLIST. RETURNED TO NEAREST ARPT AND MADE UNEVENTFUL LNDG. DID NOT DECLARE EMER WHEN ASKED BY TWR. LATER INFORMED BY CHIEF PLT THAT EMER SHOULD HAVE BEEN DECLARED ANY TIME PWR PLANT FAILURE. FLT WAS CONDUCTED UNDER PART 91 AS A MAINT FLT, REQUIRED BEFORE ACFT COULD BE PUT INTO SVC PART 121. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ENG WAS NEW AND HAD A TOTAL TIME OF 10 MINS AND THE TEST FLT WAS TO CHK OUT THE ENG BEFORE REVENUE FLT. THE RPTR STATED THE CAUSE OF THE ENG FAILURE WAS NO OIL ADDED TO THE PWR SECTION OF THE ENG AFTER INSTALLATION.
