Narrative:

We had flown one leg with MEL for a fuel quantity indictor (reported inoperative previous day at top of descent, then operations normal). On the ground at anchorage, we were asked if the maintenance special procedure had been complied with. Our maintenance personnel at anchorage removed the panel for the fuel summation unit and advised us that it had not been disconnected per the special procedure. They then complied with the procedure. I suspect the summation unit was not disconnected at ZZZ because the system was working normally.

Title: A B737-400 WAS DISPATCHED WITH THE #2 FUEL QUANTITY INDICATOR DEFERRED AS INOP BUT WITHOUT THE SPECIAL PROCS ACCOMPLISHED.

Narrative: WE HAD FLOWN ONE LEG WITH MEL FOR A FUEL QUANTITY INDICTOR (RPTED INOP PREVIOUS DAY AT TOP OF DSCNT, THEN OPS NORMAL). ON THE GND AT ANCHORAGE, WE WERE ASKED IF THE MAINT SPECIAL PROC HAD BEEN COMPLIED WITH. OUR MAINT PERSONNEL AT ANCHORAGE REMOVED THE PANEL FOR THE FUEL SUMMATION UNIT AND ADVISED US THAT IT HAD NOT BEEN DISCONNECTED PER THE SPECIAL PROC. THEY THEN COMPLIED WITH THE PROC. I SUSPECT THE SUMMATION UNIT WAS NOT DISCONNECTED AT ZZZ BECAUSE THE SYS WAS WORKING NORMALLY.
