Narrative:
On jul/xa/99 I performed aircraft maintenance on air carrier aircraft xhz. The pilot stated 1 digit of the left fuel quantity gauge was unreadable. The part required to fix the problem was not in stock, requiring the aircraft to be released under chapter 28 of air carrier MEL. I was authority/authorized to accomplish this by the maintenance control foreman. I placarded the logbook and left quantity indicator but failed to accomplish the special procedure for this specific MEL. 1) placard VNAV function of MCP. 2) placard FMC. 3) remove connector from summation unit. I was made aware of my failure to comply with this special procedure by another technician after he discovered the special procedure was not accomplished the next day, he completed the special procedure. It may help to list in larger bold print special procedures required on the MEL page.

Title: A B737-400 WAS DISPATCHED IN NON COMPLIANCE WITH THE L FUEL QUANTITY INDICATOR DEFERRED INOP PER THE MEL BUT SPECIAL MEL PROCS WERE NOT ACCOMPLISHED.
Narrative: ON JUL/XA/99 I PERFORMED ACFT MAINT ON ACR ACFT XHZ. THE PLT STATED 1 DIGIT OF THE L FUEL QUANTITY GAUGE WAS UNREADABLE. THE PART REQUIRED TO FIX THE PROB WAS NOT IN STOCK, REQUIRING THE ACFT TO BE RELEASED UNDER CHAPTER 28 OF ACR MEL. I WAS AUTH TO ACCOMPLISH THIS BY THE MAINT CTL FOREMAN. I PLACARDED THE LOGBOOK AND L QUANTITY INDICATOR BUT FAILED TO ACCOMPLISH THE SPECIAL PROC FOR THIS SPECIFIC MEL. 1) PLACARD VNAV FUNCTION OF MCP. 2) PLACARD FMC. 3) REMOVE CONNECTOR FROM SUMMATION UNIT. I WAS MADE AWARE OF MY FAILURE TO COMPLY WITH THIS SPECIAL PROC BY ANOTHER TECHNICIAN AFTER HE DISCOVERED THE SPECIAL PROC WAS NOT ACCOMPLISHED THE NEXT DAY, HE COMPLETED THE SPECIAL PROC.
